Resolution

There is overwhelming evidence that the criminal-justice system is racist.

For the affirmative:

Radley Balko reports on criminal justice, the drug war, and civil liberties for the Washington Post. He was previously a reporter and senior editor for Reason magazine. He is the author of the books, Rise of the Warrior Cop: The Militarization of America's Police Forces and The Cadaver King and the Country Dentist: A True Story of Injustice in the American South.

For the negative:

Rafael Mangual is a fellow and deputy director of legal policy at the Manhattan Institute, and a contributing editor of City Journal. He has authored and co-authored a number of MI reports and op-eds on issues of urban crime, jail violence, and the broader matters of criminal and civil justice reform. His work has been featured in the Wall Street Journal, The Atlantic, and the New York Post among others.
